Okay, so we know everyone is trying to get ballistic weave, everyone just says “do the railroad missions”, then talk to PAM, great advice guys, real great advice…. so here is a step by step…
Enter the RR HQ for the first time Assist Deacon with his damned quest(clear out the old RRHQ and find some piece of equipment)…
Assist the doctor with his damned quest (help H2-22 get to a safehouse)…
After completing those two quests they make you a full blown member (woot), that’s great and all…
Now go talk to tinker tom (this is where people get confused) Do a MILA quest (or fucking 13 like I did trying to get this shit to unlock the first time, because its a railroad quest HURR DURR (not true doesn’t count as a railroad quest))
After you talk to tinker tom go talk to Desdamona, she will blow you off and tell you to talk to Drummer Boy, talk to drummer boy, do his 5 quests (Randolph Safe house 1-5 [personally I would do one then wait 24 hours exit and enter the RRHQ and start the next one])
Once 1-5 are done the leader of Randolph safe house will show up and express their gratitude (and they fucking better that shit was hard) you WILL receive a woven tactical sweater (or some shit) THIS IS NOT BALLISTIC WEAVE!
Wait 24 hours, exit and enter the HQ again, Desdemona will tell you to go speak to PAM, do so, she will send you out the some fucking settlement with a pothead Mr. Handy to set up a new HQ, do so, return back to her wait 24 hr enter and exit RRHQ…
She will then send you on the DIA mission (ya know the one to get ballistic weave) do it, [note ballistic weave may not be in the box at the end of the quest] return to PAM, wait 24 hours, enter and exit RRHQ…
Talk to Desdemona, she will comment that the DIA cache you found, had some awesome tech (you should see ballistic weave ability appear in the top left hand corner). She will also tell you to talk to tinker tom, Do so…
He will tell you that DIA cache was the shit (or something along those lines) he will then ask if you want to see his wares, do so, see if he has clothing for sale…
If he does (hell even if he doesn’t) go over to the armor modding station in RRHQ and try to mod some clothes (Military and Army fatigues are the most common moddable clothes so have a pair with you)

YOU HAVE TO COMPLETE ALL DRUMMER BOY QUESTS BEFORE PAM WILL TALK TO YOU AGAIN!
